Why would Halfords refuse to do a windscreen repair?

"I have a heated front windscreen on a ford kuga, it has a a star pattern chip near the passenger side, it didn’t affect the recent MOT". "I took it to a screen repair centre, ( Halfords ) they told my partner it is not possible to repair it and it will need a new screen, is this true?"
